Man found passed out in vehicle

A Manchester man was arrested Friday after authorities discovered him passed out in a vehicle on Ham Hollow.
According to Clay County Sheriff Patrick Robinson, Deputy Luke Thomas was dispatched to the scene on March 21, 2025, following a report of an unresponsive male inside a vehicle.
Upon arrival, Deputy Thomas made contact with the individual, identified as 48-year-old Troy Revis. Revis admitted to smoking methamphetamine earlier in the day and appeared disoriented, unsure of his location.
During a search, Deputy Thomas recovered three empty needles and a baggie that Revis stated had previously contained methamphetamine.
Revis was taken into custody and charged with public intoxication – controlled substance (excluding alcohol) and possession of drug paraphernalia. He was transported to the Clay County Detention Center.
