Radio Hill Man Charged After Threatening Manchester Police Chief and Mayor

MANCHESTER, Ky. — A Radio Hill resident is facing multiple charges after allegedly threatening the Manchester Police Chief and the city’s mayor during a volatile encounter Friday morning.

Michael Perkins, 63, of Radio Hill, was arrested and charged with public intoxication, disorderly conduct 2nd degree, assault 3rd degree (police officer), and terroristic threatening 3rd degree following a confrontation with law enforcement on May 16 at approximately 8 a.m.

According to police reports, Manchester Police Chief Jeff Couch was conducting an inspection of an abandoned property in the Radio Hill area when he encountered Perkins. Chief Couch requested assistance, prompting Officer John Root to respond to the scene.

Upon arrival, Officer Root observed Perkins in the roadway, yelling profanities and causing a significant disturbance. Authorities say Perkins had also issued direct threats toward both Chief Couch and Mayor Steve Collins.

Officer Root noted that Perkins appeared to be under the influence, staggering unsteadily and speaking incoherently. Officers also observed a white substance around Perkins’ nasal area, consistent with possible drug use.

During a search of Perkins, the situation escalated further when he spit on Officer Root’s arm, resulting in the assault charge.

Perkins was taken into custody without further incident. The case remains under investigation by the Manchester Police Department.
