High-speed chase lands two in jail

Clay County Sheriff Patrick Robinson reported that on March 12, 2025, Deputy Dewey Grubb observed a tan GMC Sierra speeding on Jack Branch Road. Deputy Grubb attempted to stop the vehicle, but the occupants continued at a high rate of speed. Eventually, the vehicle came to a stop. Through investigation, units discovered that the driver, James Flannery, had no insurance and a suspended driver's license due to a prior DUI. Flannery also had four active warrants for his arrest, which KSP Trooper D. Rose served.
Frances Rose, a passenger in the vehicle, attempted to flee from Deputy Grubb. Upon contact, Deputy Grubb found a crystal-like substance on her person. Rose became combative when Deputy Grubb tried to arrest her, leading to a brief struggle before she was placed in cuffs. A search of her property revealed more crystal-like substances and paraphernalia.
James Flannery, 44, of Manchester, was arrested for:
- Failure to Appear (multiple counts)
- Theft by Unlawful Taking or Disposition (amount between $10,000 and $1,000,000)
- Careless Driving
- Fleeing or Evading Police (1st degree, motor vehicle)
- Failure of Non-Owner Operator to Maintain Required Insurance (1st offense)
- Driving with a DUI Suspended License (1st offense, aggravated circumstances)3
Frances Rose, 41, of Manchester, was arrested for:
- Possession of a Controlled Substance (1st degree, 1st offense, unspecified drug)
- Drug Paraphernalia (buy/possess)
- Menacing
- Resisting Arrest
